I always found A Nightmare on Elm Street scarier. Think about it like this. If you don't want to get killed by Jason then don't be where he is. Freddy though is in your dreams. You have to sleep and you can't easily wake yourself up. So anytime, anywhere you fall asleep Freddy will be there. That is much scarier to me.

The first thing that I ever saw him in was Twenty One Jump Street. His first major film was nightmare on elm street. I think you are right Nightmare on Elm Street did predate Twenty One Jump Street.
