It says "Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof ..."

While the First Amendment specifically mentions only the Congress, the US Supreme Court has ruled that it also applies to the Executive Branch and to the Courts, to the States and to all Local Government units.
