The Declaration of Independence declared the 13 colonies to be free and independent from the people of England. I'm not positive but that is the closest I've come to answering this difficult but clever question. I actually used threee super-computers to get this answer. None of them pulled it up. But then I called a phsychic and he was able to get it right. A few weeks later he called me up and said that he wasn't exactly sure. So my first posted answer was the answer he gave me. I had to delete that answer and ut this one on. So this is a best guess. :-)
