Iceland
The only country in Asia that extends above the arctic circle is Russia. There are five European countries that go that far north as well.
Four European countries extend beyond the Arctic Circle. They are Finland, Norway, Sweden and Russia. Iceland also extends above the Arctic Circle and is often considered a European nation.
Greenland
Canada borders three different oceans. On the eastern coast of the country, Canada borders the Atlantic ocean. On the western coast of the country, Canada borders the Pacific Ocean and the northern reaches of Canada border the Arctic Ocean.
The closest European country to the North Pole is Norway. The Svalbard archipelago, located in the Arctic Ocean, is a territory of Norway and is situated closest to the North Pole compared to any other European land.
There are no European countries that border the Pacific Ocean (despite what the "Are You Smarter Than a Fifth Grader?" video game says is true). Greenland, Iceland, Denmark, and Norway all border the Arctic Ocean, and all are European countries.

The arctic is the region around the Earth's North Pole. It is not a country.
