I would think they are relatively fine to use providing the floor lamp is very very sturdy. Some less expensive floor lamps tip over easily and could injure your child should they fall over.
There is a rolling duffel luggage that takes a lot to tip over.
It helps, you should at least be able to tip toe and touch the ground.
The heavy, large base brings down the center of gravity so that it is less likely to tip over.
