not sure what number what you could try taking out the fuses one by one and checking if your lighter works each time, it'll take a little longer but if your not sure where its at then that's probbally the fasted. There is a diagram in the owners manual (page 125 for fuses, page 129 for relays). It is to the right of the steering column. open the cover and unclip the tray. Both white clips need to be rotated clockwise so the panel drops free.( I had to pull gently on mine) It can then slide out slightly to gain better access to the fuses. The fuse for the lighter is the yellow 20 fuse in the middle.
Well it has been a long time but I had this same problem with my 2000 Ford Escort ZX2. After visiting a junk yard I saw how others were connected, and you just have to take off the stereo center piece (the one big oval shaped unit I'm guessing you also have) to see the wires behind the lighter. In another bundle of wires was a free yellow and black cable pair, and I was able to hook that up to the leads on the lighter to make it work. If you are desperate and cannot figure it out, I would suggest visiting a junk yard. If you find your model almost definitely the stereo will be missing, so you can even see the exact bundle of cables your wires will be coming from. Good luck!
