The games are identical except for which legendary bird you get first (Ho-Oh in gold and Lugia in silver) and if you can get Groudon or Kyogre, and Latios or Latias. Both legendary birds are available in both games, but only one of the two other sets are available in each game.
There are three main differences. The game play is the same, the only differences the legendarys you can catch.
1. In Soul-Silver you can catch Lugia level 45 and Ho-oh level 70.
In Heart-Gold you can catch Ho-oh level 45 and Lugia level 70.
2. In soul silver you can catch Groudon.
In Heart-Gold you can catch Kyogre.
3. In Soul-Silver you can catch Latious.
In Heart-Gold you can catch Latias.
