well the tank that holds the foam is compressed with co2 but what actually makes the foam is the nozzle it acts as an aerator and thus making the liquid into foam

There is no gas put into the mixture. Its a ratio of liquid foam to water. The liquid foam is put into the foam tank on the truck, and when it is needed, it is mixed with water.
