The design of the Western saddle came from the saddles of the Spanish vaqueros. who were the early horse trainers and cattle drivers of Mexico and the Southwest. Buckaroo is the corruption of vaquero. Lariats, bandannas for the dust and leather and wool chaps for leg protection came from the vaqueros. I can't tell you about heeled boots but those probably evolved from the same source.
