No, high resolution isn't always better for several reasons. Sensor size is very important- if a manufacturer puts lots of pixels on a small sensor images are susceptible to digital noise that when processed out can cause noticeable smoothing of edges and loss of detail; the bigger the pixels in theory the less noise and better image quality. The 100% crops of an image taken from a high resolution camera will be more noisy than a lower resolution on the same sized sensor.
