The format of the computer's shell doesn't really make a practical difference. As long as you have a processor that meets your needs and enough memory, etc., then a laptop would be a good choice. A laptop would be more portable, and allow you to play wherever you take it.
There is no such thing as a cheap gaming computer. Try a used computer, if it isn't too old, it should be pretty good for gaming. Alienware is a good choice.

I also have an emachine with limited capabilities, especially when it comes to gaming. my advice would be to either buy a new gaming hardware device to hook up to the computer or to get a new computer that is better for gaming.
