I would personally recomend getting a pet turtle, but this is my oppinion. I have a baby freshwater short-neck turtle and she is so adorable and intelligent. She amuses me all the time with her wild antics and playful temperament. Turtles make great pets and don't require too much looking after. I also think that tortoises grow faster and bigger.
A tortoise if you have a garden at home, a turtle if you have a big tank full of water for him to swim in.
Neither is better. It depends on what you are looking for in a pet.

No, Abraham Lincoln didn't have a pet turtle but he did have a dog, cat, turkey (yes, a turkey), horse, rabbits, and a goat! --amber h.
Yes, but the turtle had better be a strong swimmer - it's a long way.
No. A dog is a better and more loyal pet
A pet expert that specializes in dogs and dog training is best.
Just having a dog as a pet does not make you a better person, but how you care for them through love may.
