Science is moderated by the laws of the land in which it is performed.
It is also constrained by the ethics and morals of the person involved, and more directly, by the funding agency that financially supports the scientist.
As such there is no direct 'control' in a free society, but one might argue as to how free the society is in which one lives.
If one were to be sceptical, I would also say that one's peers 'control' one's work as a scientist. After all, there are fashions and fads in science as much as in any realm of human activity.
