A 64-bit operating system can directly address more memory. This makes it "better" if you have more memory than can be addressed in 32 bits ... 4 GB.
If you have 4 GB of RAM or less, there's essentially no difference, and the 32 bit system may even be slightly faster.
Most operating systems are designed for either 32-bit or 64bit CPU's.
