As for which is "better," it really depends on how you define "better." The Upper East Side (especially 5th, Madison and Park Avenues) has always been the richest neighborhood in New York City. But in the last 30 years, the Upper West Side has become quite gentrified, and now rent and condo prices are comparable to those of the Upper East Side.
Central Park West has become the 5th Avenue of the West Side, meaning, the apartments there are the most expensive (this is mostly because of the magnificent views of Central Park). But because the Upper East Side has such a long history of being home to the richest and most powerful New Yorkers, it is still widely regarded as the city's most glamorous and upscale neighborhood. Living on the Upper East Side is a status symbol to the super-elite.
