No, because The Tower of Terror was never at Universal Studios. TToT is part of Disney's Hollywood Studios in Orlando formally Disney's MGM Studios. It was located in Disneyland / Disney's California Adventure in Hollywood Land but closed in January 2017 to make way for a Guardians of the Galaxy attraction.

Travelling to Orlando on a modest budget doesn't need to be a problem. There are great motels really close to the Universal Studios, including a La Quinta Inn at 5621 Major Boulevard or the Come Back Inn at 5625 Major Boulevard.

Both parks as you mentioned are more for adults equally. However, Universal Studios is more for the thrill-rider at heart. Plan out your trip accordingly.
