Well, foundation doesn't actually make your spots worse. The majority of foundation is to get your face and neck (if you apply it to your neck) shades even. Instead, concealer does the work, concealer is for 'hiding' away blemishes, spots, uneven parts of your face, dark circles... concealer is applied under your foundation. ie: you have dark circles under your eyes, you use a concealer that is a slightly lighter shade than your natural skin tone.
