For a budget card that is around $100, I'd go with either a AMD Radeon HD 7750 or a NVIDIA GeForce GTX 460. The GTX 460 is a Dual DVI Video Card w/HDMI & HDCP Support. It performs nearly twice as well as the HD 7750. It has no VGA sockets and requires 2 of the 6-pin PCIe video card power plugs, so if your power supply lacks those, you might want the 7750 instead.

ATI Radeon HD 5450 is better only because it has more Dedicated Video Memory. The processor Speed and memory speed on the 210 are faster but the 5450 has more space.
Sapphire HD 5450 is better than Sapphire HD 6450 .
