It depends upon your opinion. Ocarina of time is generally considered to be the best N64 game. This is primarily because it appeals to a wider audience than paper mario. In my opinion, Paper Mario is, by far, a better game than Ocarina of Time for me. Unfortunately, Paper Mario requires more strategy and thinking than Ocarina of Time, which is of course unappealing to many people who just want to run around, complete quests and kill monsters.
