It really depends what you're looking for. Shawnigan Lake is better during the winter because you're not too far from Victoria, and only a ten minute drive from Mill Bay where there's all you need to get by daily, including 2 private boarding schools. Cowichan Lake is amazing during the summer with all the activities and spirit that the summer community has. If you could live in one in the winter and the other in the summer, that would be ideal.
