The simple answer is you don't ! MBE's are awarded by the ruling British Monarch. People can be nominated (for exemplary charity work for example) to be awarded the MBE or OBE - But not everyone is successful.
You can have OBE after your name. You can get married and your children (not sure of limitations on that) at St Paul's Cathedral. I think that applies to MBE's and other higher awards too.

If you know them then you might be permitted to use their first name. Otherwise after the first "Sir" or "Madam", I think it would be normal to call them Mr XYZ or Miss ABC, etc.

OBE is officer of the Order of the British Empire. I did not know what DL was but my second cousin is OBE DL so I asked him. Here is what he said: "It stands for Deputy Lieutenant and each county has a Lord Lieutenant who has a raft of Deputys.
