In 1995 Cliff Richard was knighted in the UK by the Queen for services to charity throughout his lifetime. He was the first music icon to be knighted. The simple answer is you don't ! MBE's are awarded by the ruling British Monarch. People can be nominated (for exemplary charity work for example) to be awarded the MBE or OBE - But not everyone is successful.
You can have OBE after your name. You can get married and your children (not sure of limitations on that) at St Paul's Cathedral. I think that applies to MBE's and other higher awards too.
