Both languages have specific features that make them useful in various conditions. The best language is the one that achieves the desired goals of the software in the least amount of time and with the fewest bugs; you might say the best language for a given task is dependent more on the developer(s) involved rather than the goal of the software. A cross-platform desktop application might be better in Java, while a limited-memory embedded operating system might be better in C++, but in most cases, you can use either to the same effect in both scenarios.
