You can't really tell b/c Water weak to Grass, Grass weak to fire, Fire weak to water, so it's a little difficult. But in my opinion, Chikorita (Meganium) or Totodile (Feraligatr). Cyndaquil (Typhlosion) is fine, and can learn Lava Plume, but SolarBeam is very strong. So is Hydro Cannon so I'd say Chikorita would be best.
