How do you to verify if a computer is active on a home network?

If by "active" you mean being on a computer to see if it is ON a network? Basically, if you have an IP number in the network settings on the computer then your Ethernet or wireless port is active and open. On a Mac to disable or make a different network setting just use a "Location". Go to System Preferences/Network/Locations, drop down menu to Edit, click ADD(+). Type in a name you want and then it will give you a blank slate to start a new network setting. Go to Configure IPv4 and use the OFF setting and then you won't be on ANY network, Lan or internet. Click APPLY at the bottom to save. Now you can go back to the APPLE Menu/Location and pick the one you had before. I have Locations for Lan DSL, Wireless DSL, Lan, Wireless Lan and OFF. On OS-10.6 don't forget to pick a connection, Ethernet or Airport for the location your setting up. If you mean if your kid/wife/husband is upstairs and you want to know if they are on the internet/Lan network from your computer downstairs then you might be able to "Ping" them, but you have to know their "exact" IP number and be on the same subnet. You may also look inside the Router if you have the MAC Address set up and then just check to see if that computers MAC address is listed.
