That would depend on the pressure of the groundwater in the aquifer. If the hydraulic head level (another way of describing water pressure) was higher than the Earth's surface at that point, then the water could indeed flow up the drill pipes.

The best way would be to find a spot with very sandy soil so that water can percolate easily from the surface down into the aquifer. Then build a big pond over that spot. There are all types of water. More than you can imagine, but the most common ones are tap, Zephryhills, disani, Aquifer's. Those are the most common ones, but there are way more than that.
