XP installation method depends on your system configuration. You can reduce the installation time by increasing the ram..

Currently the fastest known and widely used method using 1 system is via a USB 2.0 HDD/Pendrive install.
Using a premade bootable USB 2.0 disk, formatted with FAT16 filesystem provides instant access for files.
Installing to a FAT32 partition instead of NTFS will also increase the install time, and, will increase overall HDD performance and lifespan compared to NTFS partitions. Be warned, FAT32 should only be used for the install partition as any file over 4GB cannot be saved on FAT32. Use another "larger" NTFS partition for installing other software.
To improve it further, create a Nlite customized install of XP to remove unwanted services/programs and prevent them being installed at runtime.
In regards to getting it that little bit quicker, using Nlite, setup the installation for automated (eg: all keys/settings provided in the install).
Trying the above, will provide you the fastest setup possible for any machine, unless it requires 3rd party drivers and/or you are able to do a network installation.

You cannot install Windows ME over Windows XP from within XP. If you must (for whatever reason) install Windows ME, you will need to boot from the CD.
