It may be MIKEYMOUSE who was invented by Walt Disney.. That would be a plausable answer, if there wasn't a cartoon character BEFORE Mickey Mouse that was created by Walt Disney. Oswald the Lucky Rabbit was the first Disney cartoon character. He was created under Universal Studios, who later took him away from Disney, which is when he invented Mickey Mouse. But, the real answer, is Felix the Cat, whose first appearance was in 1919, a full 8 years away from Oswald.
The first balloon in the 1927 Macy's Day Parade was Felix the Cat. Felix the Cat was a popular cartoon character at the time and the balloon was designed by artist Tony Sarg.

Macy's introduced the first large inflated balloon characters in 1927. The first year, the balloons were filled with air, not helium, and had to be supported by poles. The designer, Tony Sarg, referred to them as "upside-down marionettes." The first cartoon character introduced that year was Felix the Cat. Other balloons included a caricature of singer/actor Eddie Cantor, a dinosaur, a group of cavemen, and assorted turkeys, chickens and ducks.

Macy's debuted Felix the Cat, the first air-filled cartoon character balloon at its Thanksgiving day parade in 1927 (helium balloons were introduced in 1928). Although Felix was the first licensed character, it was not the only balloon in the parade that year. Technically, the first balloon may have been a 21-foot tall caricature of singer/actor Eddie Cantor at the beginning of the lineup. The most popular balloon was a 60-foot inflated dinosaur. Others included a group of cavemen and assorted turkeys, chickens and ducks, all designed by Tony Sarg and manufactured by Goodyear Tire and Rubber in Akron, OH.
