It all depends on what level it is and how you train it. The most definite answer would Arceus, because Arceus is pretty much a god, and can be the fire type. If you cheat, and make up moves, it could even be a Vulpix! But if I were to say, it would be a Blaziken with Fire Move. (Fire Move burns, puts the opponent to sleep, and every other status and has a 20% chance of killing the opponent.)

There really isn't a strongest. For that all depends on the stats, level, and of course moves. Charizard is a good fire pokemon, but so is Arcanine!
The strongest is always Arceus using the Flame and Splash Plates, respectively. Not counting him, the strongest Fire-type is Kyurem (while in White Forme) and the strongest Water-type is Palkia. If you are not counting alternate formes at all, then Reshiram and Ho-Oh share the same place as strongest Fire-Type.
