Yes, and lots. Governmental programs prevent some kind of extreme poverty, but as the general standard of living in Israel is lower than for an average western country, so are the poor worst off.

Who would win such a war (assuming that military and political stats are as of April 2012)?" The People's Republic of China has an army that is over one-half the size of Israel's entire population and a Navy/AirForce that dwarfs the size of all of the Israeli Defense Forces. Israel is a regional power, but it could never compete with the People's Republic. If worst came to worst, Israel and China both have ICBMs so there would be much civilian death before it ended, but China would definitely emerge victorious.
