Yes. All versions of Windows from Windows 95 on are or have patches to make them compliant with Y2K.
If it gives the correct year, it's Y2K compliant. If it thinks the year is "19-something" (for example, if it thinks 2012 is 1912), it's not Y2K compliant and you have a really old computer for some reason.
The significance of being Y2K compliant was that if you were compliant, you would not lose data when the calendar changed from 1999 to 2000. At the time, many people were afraid that if their computers were not Y2K compliant, they would all begin to malfunction and mess up things like ATM withdrawals, credit statements, and bank accounts.
