For this you need to know the molecular structure of oil and vinegar. Oil is a long hydrocarbon chain and vinegar is basically ethanoic acid.
Long hydrocarbon chains can form VDW interactions with each other. The longer the chain, the higher the melting temperature (so the higher the freezing temperature).
In ethanoic acid, only 2 carbons are availible so not so strong VDWs interactions, there is some hydrogen bonding however in this case, the intermolecular forces between the hydrocarbon chains of oil is far greater than the hydrogen bonding in ethanoic acid. Therefore, oil will freeze the fastest.
Due to strong hydrogen bondings water freezes first.

there are 8 freeze plugs on the water jacket and 6 oil freeze plugs however you will have to pull the engine to get to the back of the motor to replace the 3 oil and 2 of the water jacket plugs
