Yasser Arafat led the Palestine Liberation Organization or PLO which was a union of several different Palestinian Paramilitary and Terrorist Organizations. He was also the leader of Fatah, which was the largest of these organizations. (Others included: PFLP [the Popular Front for the Liberation of Palestine], DFLP [the Democratic Front for the Liberation of Palestine], PPP [the Palestinian People's Party], etc.)

In 1993, because of the Oslo Accords, the PLO made peace with Israel and was given the power to govern certain areas of the West Bank and the Gaza Strip. In this capacity, the PLO was renamed the Palestinian Authority or PA, of which Yasser Arafat became the leader as well.
