The rest is divided amongst Intel and Defense wide budget within the DoD.
The Coast Guard is excluded from the budget stated above because they are part of the Department of Homeland Security, yet they are still recognized as part of the U. S. Armed Forces.
The legislative branch handles money that has to do with presidential funding.
They can always end the funding or increase military funding in opposition to the wishes of the Executive Branch if they have the votes to over-ride a veto.

The government of the of China is referred to as The People's Republic of China. China's government is divided into the legislative branch, the executive branch, the judicial branch, and the military branch.
The Constitution gives both the executive and legislative branches authority over certain aspects of the military. It says that the President is the commander and chief of the military, while congress is responsible for funding and providing for the upkeep of the military.
The legislative branch of government is responsible for funding all government expenditures. Funding bills are initiated in the House of Representatives and thereafter to the Senate for approval or disapproval. More often then not, through conference committees of both Houses, the levels of funding get compromised and funds are appropriated and applied.
