February. This is because the earth actually takes 365.25 days to rotate the sun, so every four years there is a build up of 1 extra day, hence the extra day in Feb, on the 29th, aka leap year.

The actual time for Earth to orbit the Sun is not 365.25 days, but 365.2422 days. So adding one leap day in every 4 years still leaves an error of about 1 day in a century.

This is why "century" years, years divisible by 100, are NOT leap years; so 1900 was not a leap year, and 2100 won't be. But because even that isn't QUITE accurate, we do need to add a day every 400 years. So 2000 was a leap year, and the year 2400 will be.

This system was proposed by the Council of Trent in 1563, and ratified by Pope Gregory, so this calendar is called the "Gregorian Calendar".
