Zeus had every intention of leaving Prometheus to the eagle for eternity, but Hercules killed the eagle and freed Prometheus from the mountains he was nailed to.
He owes it to Heracles, who killed the eagle and broke his chains.
He chained Prometheus to a rock. Then, he had an eagle come and eat Prometheus's liver. However, Prometheus was immortal so his liver regrew every day. The eagle cam every day and ate Prometheus's liver. Prometheus was finally freed by Hercules, who broke the chains.A note: You might have noticed, but the eagle is one of Zeus's symbols...it's a bit ironic.
Aetos Kaukasios (Caucasian Eagle ) ate he regenerating liver of Prometheus.

Heracles slayed the eagle that ate at Prometheus' liver and broke the chains binding him to the rock.
Prometheus stole fire and gave it to humans, against the will of Zeus. Zeus then punished Prometheus with torture for eternity (an eagle eating his liver everyday).

In Greek mythology, the eagle was sent by Zeus to torment Prometheus as punishment for stealing fire from the gods and giving it to humans. The eagle would return to feed on Prometheus's regenerating liver each day as part of his eternal punishment. Penelope did not have any connection to the eagle's return.
