Voter apathy - people feel disconnected with the electoral process and that thee vote doesn't count - so why bother voting. Engaging voters or a more proportional voting system may alleviate it

(in the US) Most(all?) states can sign you up to vote at the local DMV offices (the so-called 'Motor-Voter' law), or you can go to your County Seat and the Office of the Voter Registrar and fill out the application.
18 is the minimum age for a voter.
