Tarshish is generally identified as a city or town/territory along the western Mediterranean area or perhaps near Spain . Tarshish was the place where Jonah was going to flee to when swallowed by a large fish - Jonah 1:3.
Isaiah 23:1 uses the word Tarshish. ..."The burden against Tyre. Wail, you ships of Tarshish, for it is laid waste.......".
In Ez.27:12 it states .."Tarshish was your merchant because of your many luxury goods. They gave you silver, iron, tin and lead for your goods."
The 3 wise men came from the East. Tarshish was to the west. Therefore none of the wise men was the king of Tarshish.
They were not kings. They were wise men.The king sent them to see and kill the new king who was to be named Jesus.

When Jesus was born, King Herrod told the Wise Men to go and see the Baby that was going to be called the new king. King Herrod told the Three wise men that he was going to worship this baby but he just need to know where he was. Being a typical king, he never wanted to loose his power and riches so King Herrod feared of being replaced by a baby that was going to replace him. The Three Wise men followed the star and finally came to the Stable of where the Baby Jesus was born. That night an Angel appeared to Joseph in a dream and told him to take the baby and flee to Egypt and the Wise Men went back to their countries and never returned to the king.
