This is a matter of opinion, but game maker is more flexible, you would also not be limited to rpg.
It's really a matter of what you want, and how smart you are. With Engine 001, it's incredibly simple, constantly updated, and doesn't require as much scripting knowledge. The problem is that it is very limited with what it can do. If you want to create an action/RPG, then go straight to 001. If you want arcade games and such, go to Game Maker 7. But otherwise, GM 7 is quite challenging. It takes many MANY tutorials to get the basics of making a game with it. And it doesn't come with hardly any custom artwork, not like that matters or anything, because 001 default art isn't very good either. But at least it gives you plenty to work with.
