In my personal experience, No. I started my student days using c, and when I move to java it was very confusing. C is a procedural language whereas java is a object-oriented one. It's very different the way you write an application in each of them. If you can choose, I recommend you to begin with java, it's a little harder but is a more modern language and more widely used in the real world. Oracle isn't a language... is a Relational Data Base Management System, so you really don't need learn C at all.
