The low-lying coastal areas of New Orleans would be the most affected. New Orleans is rather vulnerably, as was demonstrated during Hurricane Katrina.

Hopefully we would have detected it before the hurricane got really strong and were able to get most of the people evacuated. Most of the city would be affected, and damages would be astronomical. However, there is no possible way to predict exactly where a hurricane will go or what kinds of damages there will be.
