Non-dividing cells doesn't enter metaphase. Non-diving cells exists it way on the G1 (gap 1) stage of cell cycle.

If you are looking for an answer with a phase in it, it's Interphase. Interphase is where the cell first starts out and doesn't divide. It starts dividing in Prophase.
