It depends on your needs. They are both very good devices for the price. The Rise will give you a slide out keyboard that is a must for many users. The Rise also uses 4.0 O.S. If your priority is the camera function the Elite is the best way to go. Although they both have onboard flash,the Elite features 5.0 megapixels as the Rise will give you 3.5. Overall quality, the Elite gets a slight edge but remember ,that is just an opinion. If it were me I would see if I could find either one on sale for $99. Buy it and save yourself $30 bucks.
