Based on the disturbance, the position of the object was calculated. Then people looked for the object, and found it. So was the planet only "discovered" when someone saw it with a telescope? Or was it "discovered" by perturbation analysis and only "verified" with a telescope? If your professor believes the second one, then that leaves Uranus as the only planet discovered by telescope.
