have right now (late 2013), it appears that Earth may be the only one that does.

Other than Earth, no planets have been confirmed to be habitable. We do know of planets in other star systems upon which liquid water could theoretically exist but we can't measure the composition of the planets atmospheres therefore we can't know for certain whether or not they are habitable.

There is no known planet that would be able to float in water, as planets are much larger and denser than water. However, hypothetical lightweight planets made of less dense materials like ice or certain gases could potentially float in a giant body of water if it existed on a massive scale.
Yes, Earth is confirmed to have both water and life (though not extraterrestrial life). As for the other 7 planets, no life has been found as of 2017, and only Mars has evidence of water, though this information could change in the future.
