The Jucial Conference, which was created by Congress in 1922, is responsible for overseeing the federal judicial system.

Article III of the US Constitution describes the judicial branch of the federal government. Aside from defining what constitutes the jurisdiction of the federal courts, however, it doesn't really explain legal procedures per se. The legal procedures developed for American federal courts are the result of a combination of the common law, federal statutes, and procedures implemented by the Judicial Conference of the United States.
