According to the US Constitution, the States have the power, and agreed to create a limited Federal government to do the things that the States could not do on their own.
Examples include providing for the common defense of all the States. Another is to regualate buying and selling between and among the States. Another is to make no law regarding religion.
The Federal Government started taking over when the need to prevent another Great Depression was great. Today, the Federal Government appears to be able to do anything it wants. Patriotic groups like the Teaparty aim to put limits on federal government excess, which they believe has ballooned totally out of control in the Obama administration.

It doesn't quite work that way. The States and their people ARE the government, and they have allowed the Federal government to do a very few things like regulate sales of items between and among the States, provide a military to protect all of the States, and to mint money.
Federalism is a system of government where power is divided between the federal government and the states. The United States would be an example of this kind of government.
The federal government is the government that splits the power between the central government and states. There are three main branches of this government and they are the legislative, the judicial and the executive branch.
Federalism is the principle that gives power to the state governments. The U.S. Constitution divides the powers between the states and the Federal government.
