The "Korean Conflict" (War) began at 11:00 A.M. on 25 June, 1950 with Premier of the Democratic People's Republic of Korea Kim Il Sung's declaration of war. This declaration of war came approximately 7 hours after communist North Korean forces began the invasion of South Korea. The was has not ended. As of July 27, 1953 an armistice was signed and broken many times with U.S. Soldiers being killed on the DMZ by the North Koreans. The 'Korean conflict' was a declared National Emergency by President Truman on December 16, 1950. President Truman signed Public Law 450 in 1952 for this National Emergency. In the Congressional Record- House (Sept. 4,1975) on page 27632 and 27634, Congressman Rodino and Congressman Flowers stated "Presently, the National Emergency declared in December of 1950 by President Truman in connection with the Korean conflict is in effect. "This was the 94th Congress. This National Emergency was eliminated on Sept. 14, 1976 by Public Law 94-412( National Emergencies Act) signed by President Ford. The Department of Veterans Affairs Laws (Title 38, U.S.C., Section 101. Definitions- Statute (9) states The term "Korean conflict" means the period beginning on June 27, 1950 and January 31, 1955." These are the Laws for registered U.S. Veterans with the Department of Veterans Affairs Regional offices. The problem with this ending date of the Korean conflict" at the Department of Veterans Affairs isn't the correct ending date by the U.S. Congress passed into a Public Law by the President of the United States. Many U.S. Representatives and U.S. Senators have avoided correcting this ending date of the "Korean conflict" and the result is many U.S. Veterans are getting recognized/accepted for being a 'period of war' veteran at the Department of Veterans Affairs Regional Office.
