That's simple. If the people of the constitutuion have every right to believe in their own religious views, without government intervention, then the government which should be (yet has not been in a while) doing the bidding of the people of the constitution has no constitutional right to imply a one religion upon it's people. In order for the governmentt to complete this it would need to make the people believe that they need a one religion state.

Because if a government were to support an official religion of the country, this would mean that peoples right to freedom of religion would be violated. If one particular religion was being imposed then people of other beleifs or no beleifs would be subject to beleifs and ideologies that are not their own.
