These are relatively strong forces of attraction. The second type of attraction is referred to as dipole-dipole interactions and this occurs because of the separation of charge in the water molecule. The oxygen in water carries a partial negative charge (it is electronegative and also has 2 lone pairs of electrons), and each H in water carries a partial positive charge. Thus, water is a dipole, and there will be coulombic attractions of + and - charges holding the molecules together.
